Ocean City, M.D. (WJZ) – As the tropical storm Elsa moves toward the Atlantic coast, the National Weather Service has issued a tropical storm warning for several districts on the east coast of Maryland.
A hurricane monitoring is in effect for the counties of Calvert, St. Mary’s, Dorchester, Wicomiko, Somerset and Worcester until 11 p.m.

A tropical storm warning is also in effect for the east coast.
St. Mary’s County declared a state of emergency Thursday morning before the storm. The state of emergency will last a week and end on the afternoon of July 13th. The emergency commission authorizes the president to “take the necessary steps to protect lives and property, including the power to evacuate areas,” the county said.
The NWS expects more winds to blow in the region starting Thursday night.
Baltimore City and Sicily, Baltimore, Prince Georges, Anne Arundel, Charles, St. Mary’s and Calvert districts were given a flash flood surveillance until 8 a.m. Friday. The counties of Dorchester, Wycombe, Somerset and Worcester are under flood surveillance until 5am on Friday.

Rain is expected in Baltimore, while heavy rain and wind are expected along the south and east coasts.
Elsa Center will make its closest pass to Maryland on Thursday night until Friday morning. The latest National Hurricane Center forecast shows that the Elsa tropical storm force is maintaining strength at this time.
There are some rain groups in Elsa and some uncertainties about how far north the tropical-storm-force wind will go, but officials believe the southern and eastern parts of the city of Baltimore will be affected by the storm. Areas off the east coast and far south of Maryland need to be prepared for tropical-storm-force winds, heavy rain and rough surf.

There is a chance of thunderstorms and rain in Ocean City after 3pm on Thursday. The NWS has forecast 80% of heavy rain and wind in the region from Thursday night to Friday, with a chance of thunderstorms on Friday.
Winds on Thursday could reach speeds of up to 36 mph. Chance of thunderstorms on Friday night.
